Create an IBC Rate Limit Proposal

The only required argument is the coin denomination that you want to rate limit.

There are four available flags:

  • channel: defaults to channel-0
  • duration: defaults to 24
  • max-send: defaults to 10
  • max-recv: defaults to 10
